looks like they free handed it the lines look more like shadowing techniques and looks like they were doing a tat maybe they just did it in a hurry and didn't go back over to finish all the fine details do to a dead line or something

I'm thinking one artist did the sketch, and ANOTHER did the coloring.
I see it a lot on art sites where some users who only like to color prod other artists for permission to color their work. Sometimes the flakes will do it even when the artist repeatedly tells them "NO". (I have been a victim of this... -.-)
