isn't this character technicly from to aru kagaku no rail gun rather than to aru majutsu no index. i know they are technicly the same series seeing railgun is the spin off of index, but how ever in the anime, this character never appeared in index

yes sir she's a railgun-only character similar to how Last Order and the Misaka Imoutos are Index-only afaik. but don't sweat it too much, like you said they're from the same series/universe.
