Definitely Luke. That messy red hair with orange tips is unmistakable.

Doesn't make any sense to me either, but this artist has been known to insert random RPG characters into his/her pokemorph pics.

Perhaps it's the personality. I don't know the character but Prinplup is supposed to be really self-centered as well as the ugliest damn starter pokemon ever. Relation?

The relation is the personality. That, and probably the noble sound of the name (Prinplup sounds like prince, empoleon is like emperor), as the character is a noble, too.
