It did exactly go as planned,(SPOILERS) Lelouch wanted to die.He wanted to focus the entire hatred of the world on himself,so that when he dies anyone can be happy again.
What he did was one of the most amazing thing a anime character has ever done.
People should stop comparing him to Kira,Kira was just a Crazy fucker with a Notebook,Lelouch did so much more,he made himself the biggest asshole in the world only to get killed by himself,the Symbol of Zero.
