Tina's Amano outfit got more exposure due to the Dissidia's, that's pretty much it.

Plus Terra's ( Yes I still blatantly refuse to call her anything else) sprite look still looked like her Art, just toned down for detail reasons. where as Celes actually had separate designs, for which there is actually a good reason but it would take too long to fill out in text.
