Yes, though the original artwork obviously did not include them. They were added before the image's release. Other Freezing promo images, particularly the low-res images of bonus manga included with the Blu-Ray releases, are censored in the exact same manner.

There'll eventually be an uncensored version available somewhere, somehow.
