I wouldn't call Luka a lolicon for this: although Miku is a bit more flatchested here than most pics, the bodily proportions (using Luka being a fully-grown adult as a guide) are close enough (finger length, arm length, head size, neck length, and a few other indicators) that it'd be safe to say that while Miku is visibly younger, she isn't physically underdeveloped enough to classify her as a loli.
Also, if you're going to go by age as your definition factor, Luka's 20, Miku's 16, and although age can be a factor in loli or not loli, it is not the *sole* factor.
So, for purposes of this, Luka is not a lolicon because the person she is with, in this case Miku, is not a loli.
