Actually this is mitsurugi_meiya from muvluv. It's easy to confuse her with Mitsuki, they look very similar and Mitsuki is actually in muvluv as well. The main giveaway that it's Meiya is the crazy squared-off hair on top of her head.

This is her fate in Extra if you don't choose her route (Arranged political marriage) so please everyone, Meiya route is true route !!!!
