The fact that he wears a cap kills his rival status, it's a design standar of Pokemon.

His rival status at the start of the game was a cover up for him being actually the villainous team leader, but the cap was the hint that he wasn't.

He is awesome but he is not rival, that's Cheren place :Y

Bianca is rival too but she doesn't have the qualities of one, she gave up and went back to Juniper after all. Cheren post-game scene was quite sad and epic.

Look up the definition of a rival, N's one, the reason the artist likely chose him is because Cheren and Bianca don't necessarily have anything to cry about.
