In technical terms, Samurott is the worst.
But I don't believe that though. It's all about style. How one battles.

Samurott easily has the most useful stat build with very even and relatively high attack stats, and still pretty decent defenses. Emboar has high attack, but his defenses paired with his speed make him pretty squishy and slow. Serperior has really high speed and pretty good stats in both defenses, but has balls for attack. Basically Samurott is the "best;" he's kinda like a more attack oriented Blastoise.

Serperior is the worst of the trio both in-game and competetively.

Things will change when it gets contrary, but who knows when that will happen.

Well, I have my emboar, but he's pretty fast, almost outspeeds most pokemon but his defense is crap, so I usually rely on fast one hit moves, which isn't too smart but eh, it works
