She's smart enough to pilot starships and hack alien tech. Her intelligence isn't an issue when it comes to using a gun. The fact that she's a hologram is.

Well, since Cortana is a sci-fi character, she could employ the use of hard light technology to solidify the holographic light she's made of which will ultimately allow her to hold and use weapons...
