It's the Varyag, the sister ship of the Russian Admiral Krutsenov aircraft carrier. The Russians never completed it and sold it to China. First they said they wanted it as a tourist attraction, then they refitted it for a "technology demonstrator". In truth, they're refitting it and putting it into service, and are said to be building two more off the design.
