He has A LOT of works before he did Ghost in the Shell and many more afterward also. This is his original art style, from the original manga versions of Appleseed, GITS, Orion, Dominion Tank Police, etc.

The movie was done by a different director and only based on his original story, so the art doesn't fit. The show is more under his control but still doesn't have the exact same style as this.
