Is she supposed to be Yukiko? She doesn't look like her and all the other characters are from persona 3 portable. I don't think that's Yukiko.

Sorry to disappoint but yes, this is Yukiko, a two year younger Version of her. In the summer month the chariot social link makes you go basically to the town where Persona 4 is going to be and they sleep in the Amagi-Inn.
