I think I know what's happening: While the Parasite fish in glups it's prey and shallow it until it reach the victim's waist. After securing it's hold, it injects it's 'needle' in the womb, releasing it organic fluids, numming the body(coma). Afterwards, it sinks it's teeth in for absolute hold (at this point, it is impossible to remove it for the victim's body), then swim the prey to a safe location away from predators. It's body then begins to fuse it's exterior with the victim while the fluids slowly change the interior to survive underwater. After half a year, the new reborn mermaid now takes it place. After it's rebirth, it will seek out a mate (if it is at that age). Possible breed: 45% Parasite Fish, 45% mermaid, 10% human

Isn't that a bit convoluted? I think it would make more sense if the host is impregnated and carries the eggs or young until they are ready to hatch. Then both die.

Once taken, it feeds on her legs to keep itself alive and also then she can't get away. Completely controlling her, it forces her to swim underwater to find any type food it can find.
The other (which we see here) can finally impregnate her, and use her upper body to create more themselves (I would say 2-10 babies depending on the size of the host). Once the babies hatch, they eat the rest of her, itself and then freeing themselves to find new host girls (or boys?!), filtering out for microscopic life with that huge mouth while looking to continuing the process.
