Top: Vayne, Jarvan, Lux, Xin, Garen, Soraka, Karma, Ezreal, Yi, Irelia, Ashe, Teemo, Veigar, Caitlyn... Tristana, Galio, Poppy, Brand, Anivia, Udyr, Nunu, Olaf, Tryndamere, Corki, Rumble (I think that's who that is to the right of poppy and below corki), Nidalee (long hair, spear), Amumu, Morgana (not Miss Fortune).
Bottom, roughly right-to-left, bottom-to-top: Talon (I think - bottom right), Leblanc, Katarina, Twisted Fate, Zilean, Singed, Sion (presumably - only candidate for double-sided axe, even though he technically doesn't use one either), Urgot, Annie with Tibbers, Warwick (in a hat?), Cassiopeia, Evelyn, Nasus, Shaco, Taric, a puppy?, Orianna, Jax, Blitz, Mordekaiser, Jax, Mundo, Sivir, Janna, Ryze, Karthus (carrying Death Note), Gangplank, Miss Fortune, Malzahar, some weird bird-ike thing (maybe it's supposed to be Fiddlesticks), Alistar, Cho'Gath, Kassadin?, Trundle? (based purely on nose size), Shen, Akali, Kennen, Lee Sin (maybe -with a long moustache), Pantheon, Rammus, Swain, Sona, Kayle.
So almost full cast. Maybe I missed someone. I'm tagging the characters, but that's it.

Was trying to find sona and Del~'s post made me actually be able to find her(she's wispy so i thought it was a spell or something at first). recognized most just by looking.

thought of something else too: if it's by the faction they're with, aren't Morg and Kayle on the wrong sides? o.O
