Apperently Touko was happy to see Hilbert even to the point to give him an oppritunity to kiss her. Hilbert however was suprised at the fact she was so close to him and attempted to turn away from her, but she stopped him and settled with just snuggling with him.

Which brings us back to why he kissed her. He did it hoping that she would be offended and would back off, however thats what she wanted in the first place. The end result is as you see.
