No, Illya does have romantic affections for Shirou. The bad ends involving her and Fate/Hollow Ataraxia are glaring examples. She even was supposed to have her own route.

Damn, i really want a route of her. While we did get an entire subfranchise revolved entirely around her, i still want a proper Illya/Berserker route of Stay Night.
