Gelbooru's tags aren't necessarily meant to be accurate, as they are to be easily searchable. The sex tag assumes penile penetration. Thus, the sex tag is only applicable if a male or futanari is penetrating vaginally or anally.

So, based on Gelbooru's tagging rules sex does indeed require a penis. That's not going to change.
