Beta Tyranitar, Tirtouga and Hitmontop (the last one is debatable, but they share the spinning theme).

With Tirtouga it wouldn't be the first time they scrap a design and revive it later, look at Generation III Shellos.

Why couldn't the main character from Gold/Silver look more like him?

I'm not sure what the pokemon at the bottom is. But if they keep and modify designs (as they apparently do with Tirtouga), there may be hope to identify it one day.
