Eh, the only character that hadn't existed up until now was Petta. The two peeps up next to young Krichevskoy are new classes, so, not really characters.
There are more DLC characters, though. Hugo, Des-x and Nemo are gonna be DLC characters... somehow. Most likely for the Fuka & Desco alternate story. And as I recall, a /fight/ with Baal is also gonna be DLC.
As for Krichevskoy, the Disgaea wiki says he's gonna be accessible via the "All-Star Demon Battle Mode", which is also a DLC. My guess Vyers got reincarnated back into Krichevskoy, just a younger version of course.

Wasn't Des-X just a pallete swap of Desco? And I can't say I really care much for the other two either.
And Baal should have been in the game in the first place, instead of Pringer X.
While I do appreciate the fact that Mid-Boss has a shirt now, he just doesn't look right with Harlie's massive ahoges.
I won't be satisfied unless we get Almaz, Sapphire, Champloo, classic Mid-Boss, and the entire Defender of Earth trio.
