No it isn't, that's newhalf. Futanari is both sets of genitalia, penis and vagina. However for tagging purposes if all you can see is a penis and breasts it should by default be tagged futanari, because it much more common than newhalf. In such cases you should only tag it newhalf if the image is based off an originally male character, unless the artist says otherwise, or if the artist says this is a newhalf, or something similar. This is also tagged futanari on Pixiv, so end of story.

If others are getting more specific and also adding newhalf to certain images, great, I don't have a problem with more information. But leave futanari on there as well, because right now it's serving the purpose of making this shit easy to find for those of us who aren't especially picky nor interested in technical arguments about which of a myriad of terms we should be using from different languages and subcultures.
