That is very true,though to be fair to naruto the only truly horrid characters are the ones that get all the screentime.Can't say much for Bleach as I haven't kept up with it that well.

Plus they use the tired formula of "Write a premise that seems like it's going somewhere interesting. Completely backpedal on that idea & spend several seasons introducing characters who either do nothing or die." That way, people just finish the show for the sake of closure.
