^ They sort of do, actually. Most lingerie stores sell A-cup bras for smaller women, and sizes for petite women as well, so a small lingerie set would fit an older preteen/young teenager. Not that that's necessarily appropriate, mind you, but there are some full-coverage things I guess they could get away with.

If you can fit into a size 6 teddy you might be able to at a younger age. There are some custom make sites around for handmade Lingerie also. Not that'd you'd have much spare money for that at that age.
