The revolver is just a distraction; nano-augmentation allows O-2 (Ocelot Ocelot) to fire lasers from his tail.

It is later revealed that O-2 is the product of a genetic engineering program to produce the ultimate ocelot, which imbued him with Psycho Ocelot's telekinesis, so he actually CAN use the revolver. The bullets have miniature antimatter warheads and a range of several miles, making him a tactical antimatter strike weapon which can go anywhere in the world. His nanomachines convert any residual radiation which arrives at his position into power for his digital watch.

Since Revolver Ocelot's nth name is Ocelot Gear, he considers himself to be the title character, and taunts Liquid Plumber (Mario's inferior clone) when he meets him in Super Smash Brothers Brawl, asking him, "So when are they going to name a game after you?"
