Well, there is a social reason, as well as a practical reason and then the reason most of us choose.
Socially, it's because she was adamant since the start of the show in trying to hook up with Sasuke, which leads us to having feelings of resentment towards her when we like Naruto. As such, artists opt to make her the object to vent sexual frustration on.
Practically, it's because she occupies the most screen time compared to the other women. In any anime, it's just more common that the women that get the most face time get the most fucking.
The reason that I'd like to think most of us choose is "Because she's the whore of Naruto."
