Well, it seems at least one of those nameless angels isn't a total souless robot. Good to know.

Come to think of it, was there any real reason that all of the angels except for Flonne, Lamington, Vulcanus, and Artina all spoke in a souless monotone and seemed to have no free will of their own?

Yes, in fact, there is! Flonne wasn't an angel (she's an Angel in Training!)
Lamington, Vulcanus, and Artina, however, were all Seraphim, and presumably had more freedom because of it.

The generic, monotone angels? Eh, I'd imagine that it's like the military. It's all about image. And the angels' image is that of unwavering upholders of law and such. Emotions simply get in the way of the upholding of laws.

Yeah probably the military thing for the first few games, at least in D2, A couple of Angel's you ran into showed some emotion, at least fear for one, so, at least not all of them are "Soul Less", could also be they're "Cold", as in, Cold Killers, since their natural enemies ARE Demons....
