Actually it was made for women, so they can pee in mens toilets...
At least that was shown in over ad.
That also proves that women envy towards mens, because we can pee while standing =)

I have seen this before. I think the idea is to be able to use public toilets without actually touching them because you can get all kinds of nasty infections from unclean public toilets.
