Not that I normally give a care about canon, but since we're on the subject...

What most likely happened, based on all the evidence presented (And considering Inafune said the "Zero Killed Everyone" theory is not true) was either Megaman defeated Zero and sealed him away, or more likely, Wily never even activated Zero because of too much risk, and he was discovered later. But Rock definitely survived either.

But once again, don't really care about discussing canon. It's fiction, fiction is malleable.

...Now I feel like I need a shower after nerding out so badly, jeeze...
