Actually, that isn't Noel, as the tags point out. It's Mu-12. Also, as a visual aside, Mu has blue eyes while Noel has green, if you ever can't tell them apart. As for either of them having chests, since they're clones, and sort of different continuums, they can be altered slightly (or a lot).

Mu and Noel are one and the same. her chest also remains the same size when she changes from Noel to Mu. as to why she's bigger in this picture, I couldn't say. their chest sizes technically should be reversed.

It's funny. If we DID swap their breast sizes right now it would actually be pretty damn accurate.

I guess Nu wanted bigger boobs when she regenerated in the cauldron for her official return in Chrono Phantasma.
