I've read all the way up to volume 9 and I've never seen this character. The earliest artwork of him is from 2010 and volume 9 covers up to almost the end of 2011, so he can't just be new. I'm guessing he's a fan creation. Of the seven images he has on this site, 5 of them are from the same artist.

Toshiaki is just a name 2chan gave the guy
He was just a nameless extra/one-scene wonder that showed up to confess to her at one chapter or something

I don't really know anything more than that as I am only sighting 2nd hand sources

the source also says that he's the VP of the class or something
