Well, Kyouko IS acting kind of tsundere, and they're blushing an awful lot... of course, you can disagree, but to those who do see them that way it makes a whole lot more sense.
It's like with Madoka and Homuhomu: Some people don't see them as a couple, but they still have a place in the yuri tag even when they're just doing 'friend stuff'.
