Because this isn't Sabrina. Sabrina is supposed to be cold, neutral, and her Gen 1 outfit was not made to make her look pretty, but to give her that dark, mysterious feel about her. Now, it's nothing but eye candy, but pokemon has enough people like that to fill that void. Sabrina didn't need to be turned into a whore.
