I think thats the point here ;p Theyre probably connected to the arm shackles in a way that when she reaches down to touch herself - her legs close shut and she cant reach.

Combined with aphrodysiacs injected into her (Judging from a different picture and that tied up thing still on her arm) This is probably one frustrating pice of bondage ;p
