@ anon - Because the original pic is C.C. and Lelouch and as DarkMistress99 pointed out, they shooped the hair but not the eyes.

Shirley DOES have green eyes though. So, the shopper didn't forget to edit the eyes. :3

But the eye shape is wrong. Besides, Shirley's eyes are more yellow than green.
