It's only implied that Naoto has big boobs. Chie certainly has larger breasts than Yukiko, and is equal to or slightly larger than Rise. Chie is still absolutely gorgeous.

The Game never said that Naoto's breasts were the largest, but everybody seems to think that. The only actual statement on Naoto's breasts was from Rise saying "What? That's not possible!" after reading the breast measurements.

I didnt say the game said her's where the largest, i just said it heavily implied it, and there was nothing in the game, manga, or anime that i saw to even suggest that chie had the biggest bust, now, im not saying that makes chie suck and noato is awesome just because of "hurder big boobies" in fact i yukiko and chie are my two favorite girls in this game, and one of them is even my second favorite character in the game.
