I think that's attributed to one of 2 things.

1) The cards have specific instructions as demonstrated in the pic. (Strip Very Slowly) So it probably said "Remove Panties"

2) Some depictions of Meiling have her with bare legs whether this is actually canon or not.(which judging by your reaction I'll assume it's not.)

She used to wear that China dress (or whatever) without the white pants, but the poses in the fighting games made ZUN give them to her due to the perverted fandom. It's a pity.
So basically, in canon: She sometimes wears them. Also, she might already have lost them earlier and we just don't see.
