It's probably rigged so if she does anything to annoy the lady controlling her, a third friend back at the base will be in worse trouble. That is the best way to control a heroine, threaten a worse fate to a friend of hers.
The best way is where both heroines think the other is in trouble, and both are willing to do stuff to keep the other safe.
Like this picture could be on one of Japan's trains, and the car is locked down. The bright side is everyone at the station (and on the car in front/in back) can see everything. Have the three of them (plus toys) go around the city, showing off for everyone.
