I *think* this may be a muscular version of Sakura Kusagano from Street Fighter; short brown hair and a headband with two long ribbons certainly remind me of her, and large breasts and heavy muscles can be attributed to her being older and/or artist's vision.

Nah, It's Kotobuki Makoto from Mach Breakers (the character is basically Sakura from Street Fighter fused with DC's Comic's Power Girl); Either way, she's an obscure character from an even more obscure game...
