If I were to guess, this would be Lulu if she was taller and older... otherwise not lol.

Also, that artist comment is just advertising a new game called "Follow your dream! Gravure cameraman" where you see this video of a model posing and you snap pictures when you think you got a good shot. At the end, the game scores you based on how good the pictures are.

It says registration is free and you can play immediately.

And these are tags for this picture, 小归MIST is the artist's ID, "乐芙兰" is LeBlanc, "英雄联盟" is League of Legends, "诡术妖姬" is The Deceiver.

It could be an unofficial skin splash created by the artist.

First of all, this is Leblanc, you can check this with two stepps very easy, first her eyes the markings, and second the staff shes holding, there is more similarities also.
