I'm pretty sure that one day equals a year in the Hyperbolic Time Chamber. At least, according to the english dub. I'm not sure about the japanese dub.

In the manga (both the original Japanese and Shonen Jump English graphic novels), Gohan was 9 years old during the Cell Games and was 16 after the 7 year gap for the Buu Saga. If I remember correctly, he was 11 for the anime, since both the Japanese version and Funimation dub still acknowledge the birthday filler episode.
