Kunoichi traditionally wear sexy outfits.

If Hinata did not want to be noticed do to being shy then she should dress in a manner that does not make her stand out. She should be dressing sexy oddly enough.

it's not that she doesn't wan't to stand out (though i suppose that i also part of the reason she's shy). she is extremely self conscious, and that includes her body as well as her skills. this was created by her father constantly putting her down, so no, she shouldn't be dressing sexily.
