It seems to be in rough order of when they die, too (Saber should go to Avalon, and thus not die for a long time, if ever), although the order in which Rin and Sakura die is not determined (and Waver could technically outlive them).

Well, with a few exceptions (Assassin, in particular, but also possibly Maiya and Rider), the characters on the right are ordered by death time. Although, Aoi was technically still alive at the end of Zero, just brain-dead.
Similarly, the characters on the left that were dead by the end of FSN are ordered by the time they died (although Gil and Kotomine die in a different order depending on the route), and the others are roughly ordered by when they are likely to die (Waver is older, and Saber is in Avalon).
There are a few exceptions, but it's too good a correlation to be pure coincidence.
