She actually did do something her twin lion fist, backed pain off for a bit while he was impaled on the ground by a rod and inches from taking the nine tails, afterwards then she got blasted but without that, Naruto would be dead, and so as Anon 3 said.....Yes tobi would have fucked the world over.
