Anon1, he does it by being completely oblivious to the opposite sex. Its a non-writen rule in manga/anime:

"The more naive a male character is in regards to sex, the more interested in him the female characters are."

Thus, this rule basically makes Luffy the ultimate chick-magnet.
Something characters like Hancock, Alvida and Shirahoshi already proved.
