I love how the artist made her outfit look like a chinese dress.
Now, all we need are some low angle shots or her doing some high kicks.

To me, it's a matter of prettiness contra practicality. Her longer hair is a boon for her attractiveness, but her short hair is more practical as a kunoichi, as evidenced from the way she lost her long hair in canon. Which brings me to wonder why no other long haired ninja, be they male or female, haven't taken the same measures. Ino is an almost-exception, she grew her hair out again after cutting it.
I think I have the answer... because Kishimoto would have problems creating visually diverse characters. Imagine the whole Naruto world only populated by short haired ninjas, would be kinda boring.
