It's just Nineball Seraph in all it's hot badassness were it a mecha musume.

It's definitely an ACE:R type. It has shoulder add-ons that the original incarnations didn't have.

It also seems to be missing the emblem from the left shoulder like the one in ACE:R.
Or did I just never see it?
Anyways, looks kinda like Cirno to me. The bow in the hair certainly helps.
