@Anon3, Even though its obvious Goku would win (well duh, who would beat him?...), its unfair to say Luffy's Power Level would be so low.
In One Piece, there was also a saga (Enies Lobby) where they measured people's "power level" (though the unit was called "Douriki"), and they said a trained -but ordinary- marine had about 10, which would somewhat coincide with Dragonball's statement that a normal, untrained adult (the farmer) had 5.
The "super-humans" Luffy's group faced had "dourikis" ranging from 600 (the weakest) to 4000 (the strongest). That last one was the one Luffy fought, and he actually won.
Now if Im not mistaken, Nappa's power level was actually 4000,...so if we consider DB's power level and OP's douriki count as a similar measure, that means the Luffy from said saga would've been as strong as Nappa, and thus Goku from the original series and/or the one who fought against Raditz would be weaker than him.
Meaning this would have to be post-King Kai training Goku for him to be "definetly" stronger than Luffy.

Ah, more people weaker than Raditz. Not that I'm suprised. Still, a trained human's dourikis may be around 10, but let's be reasonable; Mr. Satan's power level is well over 10 and he's... well, Mr. Satan. Tough as he may be by human standards, and probably the best normally trained martial artist - as Krillin obviously is way about that... Nah. I'd have to range Luffy's power level at that point as more of Tien's ability. Just saying.

Ah, more people weaker than Raditz. Not that I'm suprised. Still, a trained human's dourikis may be around 10, but let's be reasonable; Mr. Satan's power level is well over 10 and he's... well, Mr. Satan. Tough as he may be by human standards, and probably the best normally trained martial artist - as Krillin obviously is way about that... Nah. I'd have to range Luffy's power level at that point as more of Tien's ability. Just saying.
