I think it's less hate and more that Yamcha just becomes very insignificant during DBZ as opposed to DB. And we're making fun of that fact.

Because he's all but completely useless in Dragonball Z.

Even Tien and Chiaotzu have their moments during the series, but Yamcha manages to lose every single fight he's in.
