Its called Rule 63 Anon 4: For every Male Character there is a Female version of said character and vice versa. And for Genderless characters theres also a male and female variant.

Technically speaking, Meloetta is also genderless, but everybody knows that she is actually female. Legendary pokemon are usually genderless (or in some cases male) to prevent breeding. It's simply a game mechanic that shouldn't affect our perception of them as masculine or feminine.
